The Sony Alpha Nex-7 is supposed to rival the Panasonic GH-2.
The Canon Vixia HV 40 is supposed to rival the Sony HDR-HC9.

I’m thinking to buy the sony NEX-5 soon .But i read in some sites that said sony soon will reals new NEX camera … if you ware me what you do ? … Wait for the new NEX-7 ? or buy the NEX-5 ? and i need it ASAP

Even if a new NEX was announced today, you would not get them in the shops until a month later. Sony release products about a month after announcement and there has been no announcement for a higher version of the NEX-5.
Up to you how long you wait.

In the market for a new camera, and the new NEX series from Sony has caught my eye for features and portability. Everyone keeps recommending the T3i however. What are your thoughts?

Personally I chose the Pentax Kx, but between the two you suggested there is no contest. Canon wins hands down! Sony does not stand behind their product like Canon, Nikon and Pentax!

Sony block cameras like the FCB-1x11a (0.38mp) are HD video cameras used for surveillance.
Sony’s NEX-7 (24mp) is mirror-less hybrid between a rangefinder and a DSLR.

The sony block camera you mention cannot shoot HD video. .38 MP is not enough pixels. 720p video requires at least 1MP (there are various resolutions that claim to be 720p). The camera you mention maxes out at about 460 vertical lines.
The Sony NEX 7, like many other digital cameras maxes out at 1080p for video (2 megapixels) and the still photos are 24 megapixels.
